US helps folks detour around internet censors -- abroad

"U.S. Underwrites Internet Detour Around Censors"
http://www.nytimes.com/...
Somebody in the Obama administration realizes that free speech is the enemy of oppression, and is putting money into helping subversives stay in touch with each other even if Big Brother tries to shut down the internet.

The Obama administration is leading a global effort to deploy “shadow” Internet and mobile phone systems that dissidents can use to undermine repressive governments that seek to silence them by censoring or shutting down telecommunications networks.

I think it's great, but isn't there some huge irony, or at least a mental 'disconnect', in a government that does this on one hand, but tries to prosecute WikiLeaks, Julian Assange, and Bradley Manning?
